Update cset-workflow GUI organisation with clearer labelling and general review #1306

What problem does your feature request solve?
The initial organisation of the cset-workflow rose config-edit GUI has helped people to get going, but I suggest has room to improve for organisation to be a bit more intuitive and easier for users. This is particularly in case where additional complexity/flexibility/options are likely going to be introduced, so need to ensure GUI design is scalable.
Describe the solution you'd like
- General review/tidy of GUI design, and attempt to make ordering of items more 'intuitive' (e.g. see if 'Setup' before 'Diagnostics' is possible as more likely order in which users complete entries).
- Divide out the 'Quicklook' tab under Diagnostics to recognise this has grown since inception and likely to grow further with scaling up CSET.
Some aspects could build from useful characteristics of e.g RNS gui design and layout.
Describe alternatives you've considered
Could leave things as they are, but adding new functionality likely to be less straightforward for users and developers if do nothing.
