Output page is unexpectedly cleared when rerunning

Describe the bug

When rerunning the workflow with the same settings, the output page is unexpectedly cleared. This caught people out during the quest.

How to reproduce

Steps to reproduce the behaviour:

1. Run the workflow once
2. Look at the output
3. Start a rerun
4. See that the output has been removed until the workflow finished again.

Expected behaviour

Maybe we should default to having this disabled?

Environment

• Version: [e.g. from cset --version] v24.4.1
• Browser (if UI issue): [e.g. Chrome, Firefox]

As of #765 we now just update the symlink. Therefore the original webpage remains (until it is cylc cleaned) and this is no longer an issue.
