add an ix subcommand to sync the test corpus to local

The test corpus frequently changes, and running a complete ix test requires it in its entirety. Using ad-hoc tools to sync the corpus is easy, but annoying and inconsistent. It would be very straightforward to implement an ix sync-test-corpus command or some such to remove this hassle.
