Voting phase - all community members: No wallet connection / CLI

User Story
As a community member without a supported wallet
I want to check and copy the proposal ID
So that I can send a transaction with a memo

Ranked/instant Run-off voting (multi winner):

• Given that the user is in the proposal voting phase,
• When they scroll to the proposals list,
• Then they should have a list of proposals to choose from and rank to vote on:
  • Provide a list of available proposals
  • User can choose up to 10 proposals
  • Add the option to see the user vote status (private/ only for wallet connection)
  • Automated/real-time voting results should be provided
  • The status of each proposal should be visible on the webpage page. (option to mark I voted via CLI/Memo note?)

Voting options:

• Provide instructions on how to construct memo/mina CLI usage.
