Show Metro elevator outage information, if present #76

Elevator outages on Metro could be shown:

  1. as an indication (such as a crossed out elevator and stop name) on the destination bar for trains going in that direction. This is the cleanest interface.

  2. as text at the bottom of the screen, which helps prevent someone needing elevator service from starting a trip to a station lacking it. Of course, Metro already displays elevator outages within stations.

There is an API for this information but reports are not necessarily standardized.
