Mod Organizer 2 won't launch. Application error (0xc000009c).

The problem:

Attempting to launch MO2 produces an application error, stating:

"The application could not be launched correctly (0xc000009c). Click on "OK" to close the application."

I could not find any information online about this error and its causes.

To Reproduce:

Steps to reproduce the behavior:

1. Run ModOrganizer.exe

Environment:

Unable to verify logs or version due to the issue described above
OS is Windows 10 Home
