Testing GitHub Actions/Workflows locally

Gonna try this out.

We shouldn't have to wait and break our repository and then wait for a fix.. and repeat- every time we want to write a new GitHub workflow.

This makes local testing for GitHub actions possible.

This was a big pain and had too many hurdles for it to be really worth it.
Please reopen if you have any insights on how to get this to work reliably.
