Will this work when not connectés to wifi
meaning the web server can be accessible when it gets an ip on 3G?

Depends on your mobile service provider but most of them will prevent your phone being reachable on the WAN ip of your mobile phone. Then if you have a 3G/4G subscription which allows to act as server technically yes it would work.
