detect internal links to __.html in documentation

If possible, detect .html links to documentation (vs. :ref: :doc:)

who cares?

  1. It would be nice to be able to run linkcheck to find out-of-date links and not have the internal links doc: broken links #799 show up as broken.
  2. links work for pdf or epub builds of the docs

67 __.html links to DART docs. (Ignoring guide/history old releases)
