We want to always be able to save ice_fraction via MOM6. Currently, this field is only allocated and offered as a diagnostic when USE_CFC_CAP = True. This dependency must be removed. One possible way of accomplishing this is by not allocating ice_fraction via this call and, instead, do the allocation via safe_alloc_ptr.
