Remove all ICEES kps from actors list

We would like to request that all ICEES kps be removed completely from the ARS actors. Currently, kp-icees, kp-icees-dili, kp-icees-pcd are listed as inactive, we would like these to be removed. There is no need for previous query responses to be saved. Also, kp-icees-kg is currently active, but with the wrong urlRemote, so it is just erroring for every query. We would like this removed as well, along with all its previous query responses.

Once this is taken care of, issues #378 and #494 can also be closed.

Sure, let me bring this up with the other linkbroker folks to make sure there isn't anything that would be relying on past responses from these KPs that I'm not aware of first. Barring that, we can get these removed in CI and then work the changes up.
