If ranges (JSON) are provided API should return an ACS / Publication string

Where this should be implemented, in the nmrKit nmr-cli or the API service https://github.com/NFDI4Chem/nmrxiv-nodejs-microservice ?

Destination: NMRKit -> NMR CLI
Input: File containing ACS string
Response: NMRium JSON with parsed peaks/assignments/ranges/integrals

The implementation of resurrecting a spectrum from an ACS string is now available in nmrcli > nmrKit
NFDI4Chem/nmrkit#74
