If app is empty then default to a docs app that presents the patterns library

Clarification of this =
A 0.1 master release of the kit that includes:

App to serve /views and /docs [refs Separate out app env vars and dependencies #7][refs Express.js app with Nunjucks templating #1][refs Auto reload code changes in the app #2][refs Offload tasks to Gulp #4]
Serves pages using Nightingale [refs Pull in Nightingale framework #5][refs Render Sass #6][refs Check if Nightingale is present #17]
Branded base layout based on Nightingale-dev [refs Default Nightingale layout.html #19]
One sample basic page view in the pattern library [refs Create pattern library in ./lib for views to use in ./app #21]
Basic install instructions [refs Better readme.md install instructions #18]
