unfreeze below in section does not work properly on a section which has no headings.

Steps to Reproduce

  1. Prepare multiple code cells on new notebook and Freeze all the cells
    image
  2. Select the first cell and press unfreeze below in section then the first cell is left freezed
    image

All the cells should be unfreezed but there are no changes for the first cell.
