combine pdfs without breaking links

Our current method to combine the graphical summary pages and the main body of the SOE apparently breaks both internal and external links in the SOE document.

Ebett Siddon noted this during internal review of the 2022 MAFMC SOE.

Current method compiles this pdf within Rstudio

Could try some suggestions here

@kimberly-bastille the NOAA IR 508 version from last year has working internal and external links, but my local copy (pre-508) does not. Is this something you fixed manually?

I don't remember fixing it in Adobe. But I do have a memory of joining them in Adobe probably for the fix after the feedback from the public. This may be why the IR version has active links and your local code-built version does not.
