memory increase in CMAQ initialization step with new library updates #91

Description:

When we updated the libraries in UFS weather model PR#1745
hdf5: 1.10.6 ->1.14.0
netcdf: 4.7.4 -> 4.9.2
fms: 2022.04 ->2023.01
esmf: 8.3.0b09 -> 8.4.2
mapl: 2.22.0 -> 2.35.2

It is noticed that all tests have small memory increase (~1%) except that the regional AQM tests have significant memory increase at the initialization step, ~50%. Since there is no model code change, there might be library code updates in ESMF or netcdf that cause CMAQ initialization memory increase.
