There are two concerns left from the PR #754

find a place to store the Antenna Coefficient NetCDF files
merge two .nc files is okay for now, but it is better to implement it in the ObSpace

For storage of the coefficient files, we can either 1) put them in the ioda-converters repo or 2) stage them on supported HPC platforms.
