Run HYCOM with either 900 or 1800 procs

Scripts need to be able to run either the 900 or the 1800 processor hycom without changing the parm files needed for each. This information should be found as an environmental variable, either set by the system or the workflow. Parm files that are different for the 900 and 1800 processors.
