Missing debug and test targets in the makefiles. Per standards, five critical targets must be defined in every makefile: all, debug, install, clean, and test.

Added targets for debug and test in all the rtofs_code.fd source code directories. This is all the codes except for HYCOM and NCODA.

In the v2.4.3 package, the targets for debug and test are added in the makefile files in all the rtofs_code.fd source code directories. But this issues are not fixed for the rtofs_ncoda.fd and rtofs_hycom.fd source code directories.

For the source codes from communities or partners, it is till model developers responsibility to inform them and work with them to provide these options, debug and test, in the makefiles and build process scripts.

Please fix this issues in the next RTOFS upgrade.
