S4 was upgraded to Rocky8 and SPack Stack re-installed

The s4 modulefile needs to be updated accordingly.

Since UPP moved to Spack Stack 1.8.0, I am delaying this issue until Spack-Stack 1.8.0 is fully tested on S4.
