Update baseline times

Runtimes for hrrr_test and hrrr_pe_test are significantly longer than the listed baseline time for Orion and Hercules, and this has been the case since the very first log files were added to the repository. It would be good to update the expected runtimes. Other tests and log files should be examined at that time to determine whether baseline runtimes for other tests need to be updated.
