Incorporate JEDI class into marine jobs

What new functionality do you need?

The JEDI class in PyGFS needs to be incorporated into any of the marine jobs that use JEDI applications.

What are the requirements for the new functionality?

For every JEDI application that is run, a JEDI object should be instantiated and utilized to initialize and run the application.

G-W PR #2920 needs to be merged first along with, I believe, one more PR, based on discussion with @guillaumevernieres and @AndrewEichmann-NOAA

Acceptance Criteria

Existing CI tests for the marine analysis should pass.
