clean up the .../VxIngest/mats_metadata_and_indexes/index_creation_scripts

These ~/VxIngest/mats_metadata_and_indexes/index_creation_scripts are now outdated by the index_management code and backups in the VxCbTest repo. We shoulkd clean this up and decide where to actually keep the index management script and the backup indexes. We definitely don't want them in two places.
