Description

Add Smartinit to RRFS_UTL

Solution

Add smartinit.fd to rrfs_utl
Add CMakeLists.txt to smartinit.fd directory
Modify rrfs_utl/CMakeLists.txt and add the following:

list(APPEND SUBLIST "SMARTINIT")
find_package(jasper REQUIRED)
find_package(png REQUIRED)

The build crashes after doing all of the above.
