Add RTMA Cloud data

Ingest data from RTMA cloud runs (RTMA_C).

Diag files for RTMA cloud runs can be found in the NODD bucket here: https://registry.opendata.aws/noaa-rrfs/ under the diag/ prefix. The full s3 URI is s3://noaa-rrfs-pds/diag/. Given the diag/ prefix, we'll need to do #259 before we're able to ingest the RTMA_C data.

After talking with VLab, we're standing up a second Lambda function since it will need to be configured differently than the first Lambda in order to filter out the diag/ prefix.

RTMA-C is switching from the CONUS to NorthAmerica domain and isn't providing output. This is making it hard to verify the new lambda function is correctly configured. We'll need to check back when the model is running again.
