As a user, I want to be able to read about how to set up a WRES web service instance in a wiki #56

The wiki is called WRES Web Service and is reference in the top-level wiki, but is read with a note that its to be written. The wiki needs to tell a user how to build the images and stand up the service... I think.

Marking low priority once I'm able to. Thanks,

Actually, we discussed it being a higher priority than the dev wiki, so I'll mark it medium.
