Update manifest_from_noaa_template.py to work with new template

This can wait until we have a completed v2.0 of the template (Luke is testing with GLOMICON metadata).

This script could be expanded to metadata_manifest_from_noaa_template.py, which would add the functionality of merging the individual wide and long sheets of the new template into a single metadata file.
