Track Dollar Year in Outputs

Why this feature is necessary:
Because it currently requires the analyst to track down where the cost data is coming, but is a critical component and is almost always required.

A possible solution is:
Require the dollar year in any configuration file with dollar inputs, and output it as a field in our CSVs or an attribute in our HDF5s.
