What does this PR do ?

Add canonical LoRA (aka unfused LoRA) to NeMo 2.0.

This variant follows the HF implementation more closely and adds three separate adapters for attention q_proj, k_proj, and v_proj, as well as two separate adapters for MLP up_proj and gate_proj. In NeMo/Mcore, these are fused into one adapter for performance reasons.

GitHub Actions CI

The Jenkins CI system has been replaced by GitHub Actions self-hosted runners.

The GitHub Actions CI will run automatically when the "Run CICD" label is added to the PR.
To re-run CI remove and add the label again.
To run CI on an untrusted fork, a NeMo user with write access must first click "Approve and run".
