Everything looks as it should - the lighting from the skybox is rather diffuse, so the shadows aren't very pronounced.
Shadows may be more visible with other "sky" settings in the "environment setup" options, use the flashlight in a darker area, or go indoors.
In case of the OpenGL version, with baked lighting, the skybox seems to emit little to no light, leading to the noticeable darker appearance (and starker shadows).
here are no shadows in the latest render version.
Checked on the demo version and on the full version of Q2.
