[BUG] failed to build integration images due to mamba solver incompatible issue

Describe the bug

Error while loading conda entry point: conda-libmamba-solver (libarchive.so.19: cannot open shared object file: No such file or directory)

related to conda/conda-libmamba-solver#283, we should retry after the issue is gone (if no progress then we may just disable mamba for now)
