Expose low-hanging PAPI metrics

I haven't looked at PAPI in a while, but I recall they had some metrics which were easy to get at like number of threads and devices. For this issue I'm thinking of exposing those sorts of metrics. Metrics which would be more difficult to expose (like metrics measuring the FLOPs of a routine) will be the subject of another issue.
