What I want

Well-cached jobs
Support all cases
Setting in project, not in .github directory

Plan

Spawn one github action which iterate all project of namseent.
Read project's ci configuration and Create matrix
Run test with matrix jobs.

Nice to have

Cache ci result by hash of project directory and skip running.
