Check Registered Resources for Images that have text in them

If someone adds an image with text in it, it would be nice to check and warn folks that this would not be read to someone that needs a screen reader.

I was able to use this PowerShell library to check the folder in a .pbip under "\StaticResources\RegisteredResources":

PsOcr

May not be a 1:1 in terms of using it in PBI Inspector, but using the library shipped with Windows to OCR could be helpful to catch this issue.
