Check queue date

New policy for projects on hold during library prep: open date and queue date will be cleared. When getting stats for library prep time, check that:

a. Open date and queue date are set
b. Library prep start date is after queue date.

Reset queue dates will then essentially clear the aberrantly long library prep time.

Note the removal of open date for on hold projects is just a suggested mechanism. A method will have to be decided upon.
