Add ability to configure and display suggestion-driven learning tracks

Unlikely an existing Learning Path feature, suggestion-driven learning track will not lock skills but rather suggest and propose paths and/or next skills to complete.

On the admin side we could possibly utilize the same graph-based interface with an option to toggle between lock and suggestion capability.

On the Skills Display side users will be able to view and follow these tracks while retaining an ability to achieve skills in any order.
