[FEAT] Set default location by IP address

Objective

Add a method to set the node location by public IP address (if not otherwise specified)

Initial Implementation Requirements

• Call on (first?) run to get public IP address and geolocate
• All geolocation should happen via HANA endpoints

Other Considerations

• the ipgeo PHAL plugin could be used here, but would add a number of dependencies
• Make sure a user-supplied location isn't overridden by geolocation
