When I configure a rule, the any zone is saw as an inactive zone, it is a regression of #899

Steps to reproduce

  • configure a rule with an any zone
  • once saved we can saw the badge inactive

Expected behavior

I expect an any zone is a valid active zone

Actual behavior

We saw the badge inactive that is used normally when you are using a tru valid zone, once the zone has been removed, we must see this badge
