Netmap rules not loaded after version upgrade

After upgrading to a new version via image upgrade, the netmap rules are not loaded correctly and remain inactive.

Steps to Reproduce

• Configure a system with a few netmapo rules (at least one)
• Upgrade the system to a new version (e.g. 8.4.1)
• Check the status of the netmap rules.
• Observe that the rules are inactive immediately after the upgrade.

Expected Result
Netmap rules should be automatically active after the system upgrade.

Actual Result
Netmap rules remain inactive until the system is either restarted again or one of the rules is manually modified to trigger a reload.
Running a firewall restart doesn't solve the problem.

Workaround
Restart the system a second time or edit any Netmap rule to recreate them correctly.

Tested upgrading :

• from version 8.1 to 8.4.1
• from version 8.1 to 8.3
• from version 8.3 to 8.4.1

the bug is always present.
