Make ZIP and Installer for Windows Build from Script #22

We should provide an InnoSetup script with the template and allow it to be compiled with the ISCC. This should work from the mingw and mingw_cross scripts. We should be able to use wine to run ISCC under Linux.

ZIP creation will use the zip utility under Linux. Need to see if Windows provides a zip utility.
