Load Order - Phase 3

In phase 3 we will be building the ability to interact with the load order list.

An investigation before this will need to be done to find out the best way of implementing the chosen interactions. Avalonia has options out of the box that could work.

Options available:
Drag and drop
Up and down arrows
Manual numbering in text boxes

All of these options are in the design.

QA notes:
Chosen interactions work and correctly reflect the order appearing in the list.
Instructions of how to set up load orders and how they are loaded will be created to help with the testing process.
