Allow the user to ignore files that may not be installed correctly (e.g. off-site mods, deleted files from Nexus Mods)

A feature of the collections system is the ability for a user to ignore certain mods and the application still considers the collection to be complete. This is particularly useful when the collection links to off-site mods that are no longer available or content on Nexus Mods that has been deleted.
