mark all messages of a user read and don't notify for them

The Problem

When using several matrix accounts (and profiles for each) with them being in the same rooms, if you send a message with one of them, you don't want to be notified of your own message on the other account.

The Solution

I propose an list of matrix users of whom all messages will be set to read and no notifications will be sent for their messages.

This also seems useful for plural beings with an account for each headmate.
If you think using several accounts is a weird usecase if you're not plural, consider someones homeserver somtimes going down for several days. They might want to have a backup homeserver.
