Describe the bug
In translation.conf file I have enable-server-side-translation: true as in default, but server sends messages from file.

To Reproduce
I've made changes to one message to test if it sends messages from translation.conf and joined to my server with client English (US) and Russian localizations.
Server is in offline mode if that even matters.
