Host actions

A configurable list of actions that can be run on a host.
Configuration needs to have
a) a criteria for evaluating if the action is valid for a host
b) The action that can be run on the host over an ssh connection
c) Optional set of arguments for the action

The valid actions need to then be available on some kind of menu or popup on the host radiator. Optionally an action could be configured to show up as an icon on any graph.
