Moving the menu on the right it's a good idea, so it's in the same place as the menu in the Loading page. Also moving the orthographic toggle in the menu it's not a problem.
The Open with external App button was suggested here, for this kind of workflow it might be better to always have the button showing, but maybe adding a shortcut it's sufficient.
I would also think that a shortcut would be sufficient. One of the great things about Gnome is the clean interfaces, therefore I would only put things which are used for the core use cases and thus often by most users.
Therefore I'd also suggest to provide a key shortcut.
What ablout moving the menu button to the right and shift the 'Open with external App' and toggle button to the menu?

The menu is usually always on the right side of the top level/main part of the application.
