Update the Solidity Test Test harness to the latest version of Hardhat 3:

In rerunning the test suite we want to identify:

  • any issues we have introduced in Solidity Test since the last run
  • confirm that performance is equivalent to Foundry Solidity Test

I recloned the repos and updated the configs in the testing repo (locally, for now). I'm ready to rerun the test suite when we release everything @ignored.
