Generate initial conditions for NorESM-CLM-FATES simulations

As a first step, we need IC files that can be used for testing. Some are already available, like there one used in NorESMhub/noresm3_dev_simulations#37 (FATES-SP).

At some point we will need to spin up FATES-NOCOMP with NorESM forcing. At this point, this issue is for both of these.
