Create a Galaxy wrapper to convert a CESM/norESM netCDF file from hybrid sigma-pressure (model) levels to pressure levels.

This is already possible in Galaxy Climate JupyterLab. next steps:

Update Galaxy Climate JupyterLab docker with the latest version (fully python and no need to have ncl anymore).
Build a Galaxy tool so that it can be integrated in a Galaxy workflow.
