File system :ntfs defaults to FAT32 #7

e.g.
diskpart_partition "create partition" do
disk_number 3
letter 'D'
size 29
fs :ntfs
sleep
action [:create_primary, :format, :assign]
end

Using the fs attribute or not defaults the file system of the drive to FAT32.
